3.1 Project procurement strategy
3.1.1 Strategy partners
浩和与顺安劳务公司有战略合作伙伴关系,顺安向浩和提供各工种的劳务工人,包括熟练工人、半熟练工人和普通工人,这些工人和顺安有长期的合同关系,并且万正和浩和一起定期对工人进行培训教育。
浩和绿建公司将提供项目所需的大部分施工工具和机械,并且项目在租赁上还有优先权。同时,绿建公司会指派专人在现场负责机械设备的维护。
3.2 Qualified subcontractor evaluation process

3.2.1 Contract work scope split

Detail of procedure is as following
1) All the certifications are qualified;

3.5 Project material, equipment site use regulation
(1) Strengthen the management of calculation work and measuring tools, strengthen inspection and storage of the materials entered site, and reduce the damage caused by weather.
加强计算工程和测量工具的管理,加强检查入场材料的堆放,减少由于天气影响带来的损害。
(2) Strengthen planned layout and storage of materials with appropriate calculations to prevent the damage and waste because unreasonable amounts of storage.
加强平面布置,要合理计算材料的堆放以防止由于不合理的堆放带来的损害和浪费。
(4) Do a good job of limiting materials, according to the requirements of LIMITED GET MATERIAL LAW and GET LIMITED MATERIAL EVALUATION STANDARD, avoid happen this case of getting materials without calculation or calculate after getting. Do the job in the right order and do it right the first time.
搞好限额领料工作,要按照《限额领料法》和(限额领料考评标准》的要求认真落实,避免只干不算或先干后算的情况发生
(5) Manage materials with appropriate economic and procurement methods, sign material contract, strictly adhere to the material acquisition system which encourages saving of material and elimination of waste.
用经济手段管理好材料,签订材料承包经济合同,严格执行材料节奖超罚制度。

项目材料、设备保管方案
The plan will be submitted in accordance with construction progress.
根据现场的平面布置和工程进度,将在随后提供详细的设备材料保管方案。

(1) Haohe has project management center, design dep., technical dep., construction dep., procurement dep., cost dep., M&E dep. In head quarter which will fully support site construction management;
浩和有项目管理中心,设计部门,技术部门,工程部门,采购部门,成本预算部门,机电部门等,可以为项目管理提供全方位的支持。
(2) As to staff who has a short leave (less than three days), his peer or head will take place temporary;
对于假期少于3天的员工,项目经理会指派他的同事或直接上司临时接替他的工作。
(3) As to staff who have a long leave or will be resigned, project manager will assign a qualified member from HQ;
对于休长假的员工,项目经理会向总部申请一个新的合格的员工来替换。
对于不称职的员工,项目经理会启动员工评价流程,来决定对员工是加强培训、替换还是开除。

施工现场分区和流水划分
工程施工原则为先基础,后主体;先结构,后装饰;先土建,后安装;先房建,后室外环境工程,自下而上施工,为了确保施工工期,部分施工工序之间计划进行平行、流水施工,水电机电工程穿插各施工阶段中。
(1) The division of the construction zone
根据工程情况,一期工程初步拟定划分为四个作业区,具体划分如下:
Baby Care building is the first working zone, (1)—(13)X(A)—(G)is the first construction period,(13)—(26)X(A)—(G)is the second construction period,(26)—(39)X(A)—(G)is the third construction period;
帮宝适婴儿护理厂房为第一作业区,(1)—(13)X(A)—(G)为一施工段、(13)—(26)X(A)—(G)为二施工段、(26)—(39)X(A)—(G)为三施工段;
Main administrative building is the second working zone
行政主楼为第二作业区;
Contract worker building is the third working zone
重庆石坪500kV变电站扩建工程施工组织设计方案合同工楼为第三作业区;
Equipment room, Phase I plant infrastructure and other facilities as forth working zone
设备房、一期厂区基础设施、其他设施为第四作业区。
(2) The sequence of each construction period
Pampers baby care plant →Administrative main building → Building for the contract worker →Equipment room, infrastructure for the first period plant and other facilities
